In 2005, Conduent won a bid to help Michigan’s Women, Infants and Children (WIC) program move from paper vouchers to electronic cards through an EBT system which allows  real-time online data collection and analysis.

The incredibly successful project served as a national model for WIC EBT management programs, and decreased program costs by 27 percent in its first year despite an increased caseload.

Along with the savings, program participants appreciated the ability to blend in, avoiding stigma or causing delays during the checkout process. Vendors found they were paid faster and clerk training time was reduced.

Together, Conduent and Michigan set a new standard for WIC program implementation.
